On some Windows 7 installations the one-click installers above fail due to security settings. You can instead download one of the ZIP archives (full US English zip archive, small US English zip archive, or the full US English and Swedish zip archive), unzip it, and run the setup.exe file.
Note that Windows 7 users may also need to right click on the ToonTalk executable (TT3191.exe) and select 'Troubleshoot Compatibility'. Windows XP compatibility works fine.
